We just advise you not to focus on one criteria only (even very important one like performance), but balance all the factors:

• convenience and easiness for developers;
• convenience and easiness of maintenance;
• how many developers you would need;
• availability of knowledgeable staff;
• etc.

One thing is clearly wisible from the tests: simple page oriented MVC framework (Struts) outperforms more complex component oriented ones (JSF and Tapestry).
